Roy Bercaw expresses his observations regarding the 30 years of power consolidation of the City Manager. He notes that Democracy was set up to spread power among many persons. Cambridge does the exact opposite re-creating a monarchy. Bercaw says the Police Review and Advisory Board is an example. The City Manager ignores laws when they are inconvenient. Bercaw protests $100,000 grants for wasteful projects promoting Cambridge during the Democratic Convention.

APRIL 14, 2003 ROY BERCAW Speaks to City Council

Roy Bercaw speaks to the Cambridge MA City Council regarding Affordable Housing, the process of transferring land in Trolley Square in North Cambridge, and the appearance of public participation. The Mayor applied an arbitrary rule regarding speaking on an item listed as "Awaiting Report." These are items sent to the City Manager and waiting for a reply. Some of them stay in that situation for more than a year. On other occasions speakers were allowed to speak on these items.

June 2, 2003 Roy Bercaw Speaks to City Council

Roy Bercaw speaks to the Cambridge City Council regarding knowing the neighborhoods. He asks, Why is it necessary to consult neighborhood associations if the Planning Board members are recruited from the various neighborhoods? He notes that Ted Carpenter new appointee to the Planning Board is a member of the Mid Cambridge Neighborhood Association coordinating committee. That may be a conflict of interest he says. He objects vigorously to the proposed amendment to the Human Rights Commission ordinance which would make a separate category of persons with disabilities. It ignores persons with non physical disabilities as the Disability Commission regularly does. To increase open space in Cambridge Bercaw suggests ordering Harvard to stop all construction and to take their land by eminent domain for open space.

POLICE REVIEW BD ORDINANCE HEARING

Roy Bercaw speaks about the Police Review Board Ordinance. The hearing was held on April 7, 2005 at the Cambridge MA City Council Chambers before the Ordinance Committee. Bercaw noted the existing ordinance passed 20 years ago was not being enforced. The hearing was about a City Manager sponsored ordinance. It is the City Council's power to pass ordinances not the City Manager. Bercaw told about police abuses elsewhere and in Cambridge. He mentioned Philip Zimbardo's experiment on power over others. The NYPD recognizes that police need constant scrutiny.

Sidewalk Access After Snow

Walking in the city after a snow storm is difficult for anyone. City governments seldom clear crosswalks so that pedestrians can cross streets. But for persons with physical disabilities crossing a street is not difficult, it is impossible. How many people must remain inside after a snow storm? Many who have power wheelchairs can travel in the streets. But access to sidewalks remain a barrier for many who use wheelchairs, persons with guide dogs and persons who use canes. That is not to exclude women who push a stroller with their baby. They cannot use the sidewalks either.

He suggests eliminating the Nuclear War and Peace Commission, the Women's Commission, the Disability Commission, the Human Rights Commission, the Consumer Council, and the two Affirmative Action Officers. He petitions adding remote broadcast abilities to the Senior Center, the Lombardy Building and the City Hall Annex at 344 Broadway.

OBAMA ECONOMIC ADVISOR, REICH: "NO WHITE WORKERS"

Robert Reich, Economic Advisor to Barack Obama says stimulus jobs should not go to White Workers. Charles Rangel agrees. Here are the twisted goals of elected officials. They violate their oaths of office promoting these policies. The US Constitution makes the United States unique by guaranteeing strong individual rights. Yet politicians from the Cambridge, MA City Council to state governments and now US officials promote collective rights. The rights of groups are being prioritized over individuals. This policy is not only counterproductive, but it also rewards undeserving people. This policy discourages others from doing their best and in some cases even trying. Few policies are as effective in destroying human creativity and accomplishments than punishing people for doing well. This is the change the new administration is promoting?

Snow and Disabled Parking

After numerous meetings in 2008 of the Cambridge City Council, the Traffic and Parking Committee, and others, the City Manager still ignores the basic right to travel of persons with disabilities. The City Manager promised that when clearing the streets of snow the city would no longer put excess snow into parking spaces reserved for persons with disabilities. But here it is again on January 19, 2009 one day after the latest snow storm on January 18, 2009. This is in the incubator for limousine liberals, Cambridge, MA, host city of Harvard University and MIT. It is the home of the most compassionate, considerate, loving, peaceful intellectuals. This is the group who generates more hate speech toward Republicans than the rest of the nation. Liberals control billions of taxpayer dollars appropriated for human services corporations. They are not focused on the rights of persons with disabilities. They are focused on funding for corporations who earn their money providing services to persons with disabilities. In 2008 the Massachusetts state court awarded $6 million to a former Cambridge city employee for discrimination. Does the City Manager have attention deficit disorder? Did he not learn from the loss of a lawsuit for discrimination? Does the City Manager have this cavalier attitude toward state and US laws because it is not his money?
Sometime before 3:00 PM on Tuesday January 20, 2009, the disabled space at CRLS was cleared of snow. When I took this footage there was a car from Connecticut with a disabled parking tag from that state. Do states extended courtesy parking across state lines? Barack Obama was sworn in as President at noon on January 20, 2009. Is this what we can expect as change?

Plane Crashes into Hudson River in NY

US Airways Flight 1549 from LaGuardia Airport in NYC to Charlotte NC crashed into the Hudson River at about 50th Street at about 3:20 PM on Thursday January 15, 2009. All persons on board were rescued by ferries and other boats in the area. The Hudson is a very busy waterway. This video clip is from NY1. Police and Coast Guard boats, and private ferries surround the plane which amazingly floats. It was reported that the plane flew into a flock of geese which caused the engines to stall.

Harvard University and the Price of Oil

Harvard Endowment worked to reduce the amount that Americans drive their cars in 2008. Harvard Endowment joined other large investment banks and institutions speculating in Oil Futures on the American Mercantile Exchange. Investment specialists believe speculation caused wild price fluctuations of oil and gasoline in 2008. Among the speculators on oil futures was Harvard University Endowment. Some say it was greed that motivated Harvard's investment managers. Who is to say what is in the hearts and minds of investment managers? They can say that their goal was to reduce automobile emissions by raising gasoline prices. In 2008 Harvard's endowment reached $36 billion more than the Massachusetts state budget. Harvard purchased 81 acres of land in Boston which included part of an entrance to the Massachusetts Turnpike and railroad freight yards. By eliminating the rail yards goods will be transported by truck increasing the amount of pollution. Perhaps the rise in gasoline prices was meant to compensate for the increase in truck traffic. The potential for Harvard University to run candidates for high office appears to be within their ability. Harvard reported a $9 billion loss in their endowment in December 2008. Oakland Transit Police Kill 22-year-old Man

A BART Transit police who had a TASER on his belt, used his pistol to shoot dead a 22-year-old man. The death occurred at about 2 AM New Year's Day. This video was captured by two witnesses on the station platform. On January 7, 2009 there were violent demonstrations of citizens protesting the shooting. The 27-year-old officer resigned from the force the day he was supposed to testify before a Transit board investigation.
