Roy Bercaw expresses his observations regarding the 30 years of power consolidation of the City Manager. He notes that Democracy was set up to spread power among many persons. Cambridge does the exact opposite re-creating a monarchy. Bercaw says the Police Review and Advisory Board is an example. The City Manager ignores laws when they are inconvenient. Bercaw protests $100,000 grants for wasteful projects promoting Cambridge during the Democratic Convention.
