Bercaw applauds the City's effort promoting democracy in Ireland, but suggests the city focus on the city itself. He says the City Council may have violated the Open Meetings Law at the private meeting before the City Council meeting of October 20, 2003. He laments the way that persons with disabilities are treated by politicians, journalists and police.
