The California Highway Patrol has vowed to carry out a thorough investigation - but authorities claimed the trooper in question simply stopped her for her own protection.
CHP Assistant Chief Chris O'Quinn said at a news conference that the woman was endangering herself and people in traffic, and the officer was forced to restrain her.
O'Quinn added that the woman had begun walking off the freeway but returned when the confrontation occurred.
Passing motorist David Diaz recorded the uniformed officer as he jabbed Mrs Pinnock at least 11 times in the head Tuesday.

Here's another example of the pervasive attitude of police toward persons with disabilities. It is one event captured on video. But seldom does abuse of disabled persons get videotaped. In courts lawyers and judges share this demeaning attitude toward vulnerable persons. It is a result of many years of hatred expressed by journalists and police whenever a person is arrested and is alleged to have a history of mental illness. The misguided stereotyping, slurring of all persons with a disability encourages the police to attack these vulnerable persons. As hundreds of thousands of illegal aliens swarm over the southern border, the President, Attorney General and the Secretary of Homeland Security demand that Americans open their hearts to these vulnerable persons who violate laws. They demand we respect homosexuals who want everyone to love same sex marriage. They ignore the overt threats to kill Americans by Muslim terrorists. But they allow these abuses of law abiding Americans by police to continue. It shows the lawlessness of the ruling triumvirate of Obama-Holder-Johnson.

The lawyer declined to disclose the woman's name or answer questions about what she was doing along the edge of one of the city's busiest freeways.
'We want the focus to be what he was doing to her, not what she was doing' prior to the confrontation, said Harper, who said she is representing the family. 'She was getting beat like an animal. No one should ever be beat like that.'
