Roy Bercaw expresses his observations regarding the 30 years of power consolidation of the City Manager. He notes that Democracy was set up to spread power among many persons. Cambridge does the exact opposite re-creating a monarchy. Bercaw says the Police Review and Advisory Board is an example. The City Manager ignores laws when they are inconvenient. Bercaw protests $100,000 grants for wasteful projects promoting Cambridge during the Democratic Convention.

Roy Bercaw speaks to the Cambridge MA City Council regarding Affordable Housing, the process of transferring land in Trolley Square in North Cambridge, and the appearance of public participation. The Mayor applied an arbitrary rule regarding speaking on an item listed as "Awaiting Report." These are items sent to the City Manager and waiting for a reply. Some of them stay in that situation for more than a year. On other occasions speakers were allowed to speak on these items.

Roy Bercaw speaks to the Cambridge City Council regarding knowing the neighborhoods. He asks, Why is it necessary to consult neighborhood associations if the Planning Board members are recruited from the various neighborhoods? He notes that Ted Carpenter new appointee to the Planning Board is a member of the Mid Cambridge Neighborhood Association coordinating committee. That may be a conflict of interest he says. He objects vigorously to the proposed amendment to the Human Rights Commission ordinance which would make a separate category of persons with disabilities. It ignores persons with non physical disabilities as the Disability Commission regularly does. To increase open space in Cambridge Bercaw suggests ordering Harvard to stop all construction and to take their land by eminent domain for open space.
