June 2, 2003 Roy Bercaw Speaks to City Council

Roy Bercaw speaks to the Cambridge City Council regarding knowing the neighborhoods. He asks, Why is it necessary to consult neighborhood associations if the Planning Board members are recruited from the various neighborhoods? He notes that Ted Carpenter new appointee to the Planning Board is a member of the Mid Cambridge Neighborhood Association coordinating committee. That may be a conflict of interest he says. He objects vigorously to the proposed amendment to the Human Rights Commission ordinance which would make a separate category of persons with disabilities. It ignores persons with non physical disabilities as the Disability Commission regularly does. To increase open space in Cambridge Bercaw suggests ordering Harvard to stop all construction and to take their land by eminent domain for open space.

March 31, 2003 Roy Bercaw Speaks to City Council

Roy Bercaw speaks to Cambridge MA City Council regarding City taxpayer expenditures. He suggests eliminating the Nuclear War and Peace Commission, the Women's Commission, the Disability Commission, the Human Rights Commission, the Consumer Council, and the two Affirmative Action Officers. He petitions adding remote broadcast abilities to the Senior Center, the Lombardy Building and the City Hall Annex at 344 Broadway.

Roy Bercaw petitions the Cambridge MA City Council to address human experimentation abuses, experimental drugs, high tech electrical weapons, disability rights, Fernald School, Radiation Experiments, Nazi Doctors, Pulsed Microwaves, Less Lethal weapons, non lethal weapons, Harvard University, MIT, European parliament, Psychiatry, Human Rights Commission, Mass Commission Against Discrimination, Donald Stern, Mass General Hospital, McLean's Hospital.

Amending Human Rights Ordinance

This is a hearing of the Ordinance Committee of the Cambridge MA City Council held on December 12, 2007, regarding amending the city Human Rights Ordinance. The overt unlawful bias of officials and others with disabilities can be seen by the deceptive statements that the proposed amendment includes persons with non physical disabilities. It did not. It also kept the government entities in the city unaccountable for their violations of the Americans with Disabilities Act of 1990, the Rehabilitation Act of 1973 and the MA statute against discrimination based on disability. It shows how little city officials care about the state and US laws. It is one more shameful exercise of power by small-minded Cambridge city officials.

Disability Rights, Cambridge MA San Francisco CA, A Comparison

San Francisco Board of Supervisors voted to add a wheelchair ramp to their chambers. They spent $250,000 on 18 architectural models. Due to the estimated $1 million cost they withdrew their order for construction of the ramp. Hmmm. Was there any thought to the cost of passage of same sex marriage laws? The thousands of lawsuits taking up court time and taxpayer funded attorneys fees? In San Francisco one member of the Board of Supervisors uses a wheelchair. There are no elected official in Cambridge that has a visible disability. Cambridge recently voted to amend the Cambridge Human Rights ordinance to force restaurants and stores to make their businesses wheelchair accessible. But the amendment excludes the City government. The amendment excludes making city programs and government services equally accessible to all persons with all disabilities. Unlike San Francisco Cambridge officials do not fear having unequal laws or selectively enforcing US and state laws regarding persons with disabilities. Cambridge officials have no shame being known as hypocrites.

November 5 2007 Roy Bercaw Speaks to City Council

Speaking as the Chief Political Consultant Mogul of the Mid Cambridge Emergency Committee to Re-elect only Incumbents. "Keep Troublemakers Off the Council. Trust Known Deceivers," Roy Bercaw asks why City Boards and Commissions should only be scrutinized regarding race, class and gender (Policy Order # 1)? He states that persons with disabilities are once again excluded from a city program as they are every week contrary to the Equal Protection Clause of the US Constitution. He adds that Policy Order # 7 was presented to the Council two years ago. The Ordinance Committee sent it back to the proponents due to excluding persons with non physical disabilities. This proposed ordinance change was submitted by the Human Rights Commission and the Handicapped Commission which are supposed to address discrimination. But they discriminate contrary to law as is typical of most alleged civil rights organizations in in Massachusetts.

Cambridge City Council Resolution 32

On June 18, 2007, Cambridge City Councilor Henrietta Davis sponsored Resolution # 32 "Welcoming Mr. Sun Shousan and the delegation from the People's Republic of China's General Administration of Press and Publication to Cambridge." Five members of the public spoke against this resolution reporting to the City Council some serious abuses of human rights killing prisoners, selling their organs to medical professionals in the US, placing persons into psychiatric hospitals for their expression in China. One of the speaker's mother is being held at present.
After Councilor Craig Kelley expressed concerns about this resolution, Davis withdrew it. She said she was unaware of any "controversy." China's human rights abuses are known to persons who read newspapers. It is curious that a city official who admires the biotech industry is clueless about such prominent human rights abuses.

June 11, 2007 Roy Bercaw Speaks to Cambridge MA City Council

Speaking as the Chairman of the Mid Cambridge Commission to end the ditatorship of persons with disabilities concerned citizen Roy Bercaw urges Council to take property owned by Harvard University in Cambridge by eminent domain. He says the City could give that property to the Biotech companies in order to increase the property tax revenue. He suggests calming people instead of traffic by using anti depressants to make drivers happy. He reveals that the Director of the Police Review and Advisory Board refuses to make public when the Board meets and who the members are.

March 5, 2007: ROY BERCAW, Temperature Control Coordinator, for the North Cambridge Ice Preservation and Stabilization Committee, speaks to the Cambridge City Council on:
1. Energy Detective Kits in libraries.
2. Neighborhood Safety Committee.
3. Police Review Board.
4. Civic Unity Committee excludes persons with disabilities.
5. Mass ACLU efforts on racial profiling, excludes disabilty profiling.
6. Cambridge Human Rights Committee excludes persons with disabilities.
7. English as a Second Language.
8. Know Your Rights.

BUDGET HEARING MAY 14, 2007 HUMAN RIGHTS COMMISSION

Cambridge City Council held a Budget Hearing regarding the Cambridge Human Rights Commission May 14, 2007. The Executive Director "Mad Dog" Quoc Tran is an attorney. He is also the Director of the Police Review and Advisory Board. When City Councilor Marjorie Decker asked some scary questions, "Mad Dog" did not answer. The Deputy City Manager Richard Rossi, the City Manager Robert Healy and City Councilor and Middlesex Court Clerk Michael Sullivan answered for him. He did answer two of the later questions, e.g., "How long have you held this office?"
This man is symptomatic of how watchdogs do not protect us from government abuses of power. Instead they are chosen for their inabiltiy to assert citizen protections and instead protect government officials from any oversight and accountability.
