Negligence, Carelessness, or Intentional Malice?

Snow storm left a few inches in Cambridge MA from Saturday December 29, 2012 beginning at about 3:00 PM Eastern Time. The snow stopped falling at about 4:30 AM on Sunday December 30, 2012. By 6:00 AM Sunday workers from Harvard University's real estate division were clearing the sidewalks around their buildings. Most of the students and some faculty were not in town having left for the Christmas and New Year's holidays. For the few who remain in town, Harvard as landlord has an emergency phone system which can get attention when needed. At about 7:00 AM on Monday December 31, 2012, I brought my trash out to the dumpster at the rear of the buildings. There was a sheet of ice covering the ground from the door to the dumpster. I walked slowly avoiding a fall. At the front of the buildings I noticed there was some ice remaining on the steps to the front entrances creating hazards for pedestrians, residents and visitors to the building.

I called the maintenance phone which connected to the operations duty person. "Frank" answered the phone call, which was recorded. I left my name and phone number and reported there was ice in the rear and on the steps. He said he would "call them."

At 4:45 PM I again brought out some trash. I met a resident of the next building who was trying to close the top of the dumpster. I tried to help her but almost slipped on the ice twice near the dumpster. I captured these images at that time, about 5:00 PM on Monday, December 31, 2012. I am not certain what the legal requirements are. City requires a path must be cleared on sidewalks of snow and ice within 24 hours after the snow stopped. But I do not know what the requirements are for steps and rear of buildings. Whether it is legal is not the issue. It is a dangerous hazard especially for elder persons. Was this negligence, carelessness or intentional malice? Knowing how Harvard University administrators act, it could be any of the above.
